Explanation
A wiki gets the whole LaTeX feature set from a single extension: install the LaTeX Exporter and the rest of the family comes with it, from the renderer that turns wiki content into LaTeX to the output filter that assembles the export package and the Docker converter that compiles that package into a PDF.
Only one module stays out of that install: the local process converter, which is the alternative to Docker. Install it separately, and only where you need it.
There Is No LaTeX Administration Section
The extension adds nothing to Administration: everything it lets you configure is a property of xwiki.properties on the server, and Configuration Properties lists all four with their defaults and the restart they need.
What Is Left to Decide
Exporting to LaTeX works as soon as the extension is installed, with nothing to configure. Exporting straight to PDF is the part that has to be set up, and it is very nearly the whole of LaTeX administration.
