Explanation

The language a reader sees is decided in two places. The wiki administration sets which language the wiki uses by default and which languages it supports, while xwiki/WEB-INF/xwiki.cfg decides how much freedom a reader has to override that.

In the administration you can set the default language for the entire wiki and enable or disable the multilingual setting, which is what allows pages to be translated.

FAQ

Is the language of the wiki the same thing as the language of a page?

No. The wiki has a default language and a list of supported languages, while each page can have translations in those languages.
